The City of Baltimore and Mayor Brandon Scott announced the joint filing of a lawsuit to hold cigarette manufacturers accountable for cleanup costs associated with tobacco product litter.

City of Baltimore Files Lawsuit Against Hyundai, Kia Over Car Thefts

The City of Baltimore joins Seattle, St. Louis, and several cities nationwide by filing a lawsuit against Hyundai and Kia for failing to equip their vehicles with industry-standard vehicle immobilization technology. Without this feature, vehicles can be started without a key, a flaw that has been the subject of numerous TikTok videos demonstrating the ease with which these cars can be stolen. This has led to a rash of thefts of these vehicles not only in Baltimore City but nationwide. Five hundred seventy-seven Kias and Hyundais have been stolen in Baltimore so far this year, a pace that will likely result in a year-end total that more than doubles that of 2022.

Supreme Court denies appeal from Big Oil, sending Baltimore climate change suit to state court

The U.S. Supreme Court handed the City of Baltimore and other municipalities around the country a major victory on Monday, declining to hear a jurisdictional question from oil companies fighting a multimillion-dollar lawsuit over climate change. The Supreme Court’s denial is a victory for all local governments that have repeatedly asked to keep their climate change lawsuits in state courts, where both sides agree the governments stand a better chance of winning large damages than in federal court.  The City is now preparing for its day in court with oil companies over the damage the City has already and will continue to suffer as a result of their contribution to climate change.  

Chief Solicitor Sara Gross Recognized as Leadership in Law Honoree 

The Daily Record and the Maryland State Bar Association honored Sara Gross, Chief of the Affirmative Litigation Division at the Baltimore City Law Department, with the Leadership in Law Award. The award pays tribute to attorneys and judges who have shown tremendous dedication to the legal profession and selfless, tireless commitment to the community. City of Baltimore Awarded $475k in Mallinckrodt Settlement

The City of Baltimore received nearly $475,000 from the Mallinckrodt bankruptcy settlement. This is the result of a lawsuit brought by Baltimore in 2018 against manufacturers, distributors, and retailers of opioid products for their roles in causing the opioid epidemic. 

Disparity Study Press Release Statement

The Baltimore City Minority and Women’s Business Opportunity Office (MWBOO) is thrilled to announce the release of the latest Disparity Study analyzing the utilization of minority and women-owned businesses in the City. The Study demonstrated the need for the Minority and Women’s Business Program to continue.


The Department of Law is a department of the City established by the City Charter. The head of the Department is the City Solicitor, who is appointed by the Mayor and confirmed by the City Council. Under the City Charter, the City Solicitor is the legal adviser and representative of the City and its several departments, officers, commissions, boards, and authorities, and has general supervision and direction of the legal business of the City.

In addition to overseeing the Department of Law, the City Solicitor is a member of the Board of Estimates. The Board of Estimates formulates and executes the fiscal policy of the City. The Board holds formal hearings and approves operating and capital budget requests, and is responsible for awarding contracts and supervising all purchasing by the City. The City Solicitor serves on the Board of Estimates with the Mayor, the President of the City Council, the Comptroller, and the Director of the Department of Public Works.
